The primary purpose of this position, QUALITY ASSURANCE SPECIALIST, NH-1910-02, is to serve as a Quality Assurance Specialist (QAS), by executing an aggressive world-class quality assurance program that includes autonomous surveillance and evaluations of all products, core processes, and maintenance personnel.

Requirements:

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the NH-1910, Quality Assurance Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

NH-02 GENERAL EXPERIENCE : Applicants must have 3 years of general experience, 1 year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc.). General experience is described as: experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

OR EDUCATION: Applicant must have a full 4-year course of study leading to a bachelor's degree with a major study of quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. NOTE: You must submit a copy of your transcripts.

ORCOMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed qualifying education in the area of studies listed above and experience to meet total experience requirements. General experience directly related to the work of the position and education in excess of a completed post high school education and experience directly related to the work of the position as outlined above that meets the requirements of the position may be used to qualify applicants for the NH-2 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of quality assurance principles, regulations, practices and procedures.
  2. Knowledge of assigned commodity.
  3. Knowledge of test methods and ability to use test/inspection equipment (e.g. scales, micrometers, comparators).
  4. Knowledge of inspection techniques and manufacturing process.
  5. Knowledge of material control processes such as packing, cleaning, preservations, containers, environmental controls, marking and labeling.
  6. Ability to apply sampling methods.
  7. Ability to read, interpret, and apply specifications and drawings.
  8. Skill and ability to gather, assemble, analyze and present quality assurance facts and information, draws conclusions, and devises solutions to problems.
  9. Ability to communicate effectively, orally and in writing.
  10. Skill and ability to apply lean, safety, security, health principles, practices, procedures to understand and apply internal management procedures.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
