Requirements:
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GENERAL EXPERIENCE: I have one year of generalized experience equivalent to the GS-04 grade level or NH-01 in the Federal service which includes: Knowledge of housing compliance, support and referral instructions, procedures, policies, principles, concepts, and methodologies, and standard property management practices; Knowledge of realty practices, management and financing practices of lease, and sale of real property; knowledge of Housing Equal Opportunity Program policies, principles, and practices; and state landlord/tenant law.
OR
EDUCATION: Applicant has successfully completed 2 (two) years education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of housing compliance, support and referral instructions, procedures, policies, principles, concepts, and methodologies, and standard property management practices.
2. Knowledge of realty practices, management and financing practices of lease, and sale of real property.
3. Knowledge of Housing Equal Opportunity Program policies, principles, and practices; and state landlord/tenant law.
4. Knowledge of installation housing privatization project transaction documents and military members' obligations, rights, and responsibilities when occupying PH.
5. Knowledge of construction, maintenance, repair, and improvement practices involved in determining acceptable maintenance standards.
6. Ability to investigate and resolve complaints and disputes involving the off-base housing referral program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
