The primary purpose of this position is to provides logistics technical advice/guidance to the installation and conduct oversight/surveillance/validation of contractor performance are compliant with requirements identified in Performance Work Statement in support of the Delta, mission goal and objectives.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Electronics Technical Series 0856.

SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower broadband NJ-02, equivalent to the next to lower grade GS-08 or equivalent in the Federal Service. Specialized experience must include in-depth knowledge of a wide range of electronic principles, theories, methods, and engineering tech design details, operating functions and test philosophies associated with mission communications equipment systems and sub-systems for launch operations. Detailed knowledge of a wide range of electronic principles and practices, operation parameters, capabilities, and limitations of electronic systems associated with air traffic control and weather radar equipment; and of systems and component design, capabilities, configurations, limitations, and functional operation; and of various types of electronic logic. Knowledge of safety regulations, procedures, and practices. Ability to modify procedures, adapt equipment or techniques, and make departures from previous approaches to solve technical problems or improve system performance for highly complex electronic systems; to trace electronics logic from one system to another; and to establish and maintain effective working relationships to represent the organization in a professional manner.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Eastern Range launch mission systems and procedures with the ability to operate in high stress environment. Ability to receive recurring training to update knowledge of systems and procedures. Detailed knowledge of procedures for storage and handling of hazardous materials.

2. In-depth knowledge of a wide range of electronic principles, theories, methods, and engineering tech design details, operating functions and test philosophies associated with mission communications equipment systems and sub-systems for launch operations.

3. Detailed knowledge of a wide range of electronic principles and practices, operation parameters, capabilities, and limitations of electronic systems associated with air traffic control and weather radar equipment; and of systems and component design, capabilities, configurations, limitations, and functional operation; and of various types of electronic logic. Knowledge of safety regulations, procedures, and practices.

4. Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems; in analyzing problems in integrated/interfacing systems involving numerous complex circuits; and in using complex electronic and electromechanical test and measuring equipment using integrated test functions for different purposes.

5. Ability to modify procedures, adapt equipment or techniques, and make departures from previous approaches to solve technical problems or improve system performance for highly complex electronic systems; to trace electronics logic from one system to another; and to establish and maintain effective working relationships to represent the organization in a professional manner.

6. Ability to use computer terminal to enter and extract data to maintain records and document actions. Knowledge of computer operating systems programs, e.g., Unix, Linux, Sun Solaris; network types; network topologies; transport devices e.g., hubs routers, switches; and data communications equipment.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
