Description:

This role is in the Architect of the Capitol (AOC), Office of the Chief Engineer. This role serves as a Project Controls Manager, provides strategic leadership and oversight for project controls functions and for the utilization and improvement of existing enterprise project management tools, systems, reporting, performance metrics and work processes to develop and/or drive effective management control for the AOC’s Capital Construction program.

Specialized experience : is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

For the GS-13:

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level in the Federal service.

Specialized experience for this position must demonstrate the following:

  • (1) Implementing project management control processes or project management information systems to improve standardize and improve internal business processes for project delivery;
  • (2) Developing tools and techniques to measure and analyze organizational processes and project performance, including key performance indices (KPIs);
  • (3) Gathering and analyzing internal business process and project performance data and developing data visualization and complex reports or dashboards to summarize project performance;
  • (4) Managing service and/or support contracts of Project Management Information Systems (PMIS), process improvement, or data analysis and reporting of project performance information.

For the GS-14:

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service.

Specialized experience for this position must demonstrate the following:

  • (1) Developing management control systems, Implementing project management control processes, standardizing and improving complex business processes for delivery of construction projects;
  • (2) Comprehensive knowledge in the planning, design, and execution of large complex construction projects and related processes and developing tools and techniques to measure and analyze organizational processes and project performance, including key performance indices (KPIs);
  • (3) Developing data visualizations and performance metrics for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems;
  • (4) Leading a team and/or managing service and/or support contracts of Project Management Information Systems (PMIS), process improvement, or data analysis and reporting of project performance information.
