The primary purpose of this position is: This position is assigned to the NASIC Security Directorate. Duties are performed in the NASIC/A4S office and various personnel security offices which are assigned to Security Division (A4S).

Requirements:

This is a GG-07t11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-07t11 duties for the "Administrative and Management" work category are at the "Developmental" work level and are equivalent to those at the GS-07t11 level. The selectee's salary will be set within the 07t11 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include a wide range of technical knowledge and methods to incorporate final assessments for difficult but well precedented projects. The incumbent carries out the assignments, operations and security related procedures that are significantly more difficult and complex. Knowledge of the rules, procedures, policies and operations that govern SCI security access management are needed in order to correctly process and control access to a Sensitive Compartmented Information Facility (SCIF). Incumbent, through considerable training and experience, is required to have the skill necessary to perform a full range of SCI security access duties needed in order to correctly apply the process and control access to a SCIF. Knowledge to know the appropriate badge to issue and rules for those individuals being escorted is essential. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

COMBINATION OF EDUCATION AND EXPERIENCE: I have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of transcripts.

This position is a developmental position and will be filled at the GG-07 level with promotion potential to the GG-11. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of the rules, procedures, policies and operations that govern SCI security access management are needed in order to correctly process and control access to a Sensitive Compartmented Information Facility (SCIF). Knowledge of requirements needed for processing foreign nationals is essential in order to accomplish and complete their entry into the facility accurately and expeditiously.
  2. Incumbent, through considerable training and experience, is required to have the skill necessary to perform a full range of SCI security access duties needed in order to correctly apply the process and control access to a Sensitive Compartmented Information Facility (SCIF).
  3. Knowledge to know the appropriate badge to issue, based on an individual's clearance, is crucial. Understanding and cognizance of the rules for individual's need to be escorted is essential. Familiarity with Microsoft Office and similar basic software programs.
  4. Incumbent must have an understanding of how the automated information systems and procedures interrelate in order to use the Joint Personnel Adjudication System (JPAS), Computer Account and Resource Management System (CARMS) database and Access Control System (ACS).

  • Drug Testing : This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The work performed in this position is primarily performed in an office environment setting and in some classroom and conference room areas which there is normally adequate lighting, heating and ventilation. Work is performed primarily while sitting, however, some walking, standing, bending and lifting of light objects is required.
  • Department of Defense Security Fundamentals Professional Certification conferral are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
