The primary purpose of this position is: To manage Security Forces criminal indexing program and serve as a principal advisor to the Security Forces Commander on criminal indexing activities.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and industrial security assignments, advising operating officials, and developing guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.

EDUCATION:
master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of the laws, regulations, and issues related to criminal indexing, investigation, criminal booking process and collection, and the preservation of evidence.
  2. Skill in working with computers and automated systems as well as an aptitude for computer networking.
  3. Skill in applying tact and diplomacy during difficult circumstances to advise and inform organizational leadership or high-level offices on complicated, sensitive, and occasionally controversial issues.
  4. Strong skills in strict, meticulous accountability for data and items and able to withstand legal scrutiny.
  5. Ability to communicate orally and in writing, to instruct on procedures and lead teams, prepare reports, respond to inquiries, negotiate procedures, and make presentations to management officials.
  6. Ability to plan, organize, and direct functions and multiple stakeholders in order to inspire, motivate, and guideothers toward goal accomplishment.

Other significant facts pertaining to this position are:
1. Noncritical Sensitive: Must be able to obtain and maintain the appropriate security clearance
2. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or
holidays.
3. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force
Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal
drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security,
and public safety.
4. Department of Defense Physical Security Certification (PSC) conferral is required within 2 years of the established
employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security
Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed
certification requirements may not be deleted or modified without the written approval of the AF Security Functional
Authority (SAF/AA) or their delegated security career field representative.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
