  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
  • YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
QUALIFICATIONS : In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0301).

SPECIALIZED EXPERIENCE: One year of specialized experience which includes one year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Expert knowledge of Congressional, OSD, Joint Staff, Service, Canadian Government, Local Government, State Government, and Command processes to coordinate IAMD implementation policies. Mastery of a wide range of Congressional, OSD, Service, and other government laws, policies, and regulations to develop, fund, budget, plan, acquire, and field IAMD systems. Extensive knowledge of existing and developing adversary cruise and hypersonic missile capabilities. Extensive knowledge of existing and developing US and Allied defeat mechanisms to counter adversary cruise and hypersonic cruise missile threats. Expert knowledge of command-and-control systems and NORAD Enterprise air defense assets to support IAMD system integration. Mastery of practices to conduct qualitative and quantitative analysis to support findings for IAMD requirements recommendations (e.g. system recommendations, national level policies, tactical and operational level processes). Extensive knowledge of NORAD staff processes used to accomplish special projects and prepare position papers, briefings and other documentation used to present and coordinate positions on IAMD objectives and milestones.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of DoD military command structure, missions, and relationships. Knowledge of a comprehensive range of existing and developing adversary cruise and hypersonic missile capabilities, to include adversary air and missile weapon systems.
  • Knowledge of specific airborne and ground-based early warning sensors, missile systems and other defeat mechanisms, and associated C2 architecture.
  • Knowledge of Tactics, Techniques, and procedures for homeland defense (e.g. Operation NOBLE EAGLE EXORD, the NCR-IADS System, AEGIS Weapons System, Standard Missile, Directed Energy, etc.).
  • Knowledge of the Joint Operational Planning and Execution System (JOPES) and the traditional military decision-making process. Knowledge of the Department of Defense, Joint Staff, and Services vision, strategic planning documents and planning processes.
  • Ability to gather, assemble and analyze facts, draw conclusions, and conduct logical analysis. Skill in preparing and presenting oral and written briefings, papers, or reports suitable for senior leadership use and decision making. Skill in adapting to a quickly changing crisis and the ability to concisely communicate the changes to senior leadership.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
