This vacancy is for a GS-1102-12, Contract Specialist located in the United States Coast Guard's Deputy Commandant for Systems (DCS), Program Executive Officer (PEO) for Surface (CG-SEA) in Washington, D.C.

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. A 4-year course of study leading to a bachelor's degree with a major in any field;
or

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.
The following table shows the amounts of education and/or experience required to qualify for positions GS-7 thorough GS-12 covered by this standard.
To qualify at the GS- 12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS- 11 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis.

Specialized experience may include the following:
- Preparing and issuing solicitation documents, selecting appropriate clauses to complete specifications.
- Performing detailed analysis of bids or proposals received including insuring strict compliance with specifications on advertised procurement and recommending award to lowest bidder providing such compliance.
- Drafting final contract including specifications, packing and shipping requirements, inspection instruction, and all other special and standard clauses.
- Reviewing requisitions to determine proper specifications or purchase descriptions are included in solicitation documents.
NOTE: Education can not be substituted for experience at this grade level.
