The primary purpose of this position is: to serve as a Senior Interactive On-Net Operator authority, providing US Cyber Command (USCYBERCOM) Cyber Mission Forces and performs exploitation operations of foreign adversary computer networks.

**Salary ranges include local market supplements.**

Requirements:

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GG-2210, Information Technology (IT) Management Series (Alternative A).

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below .

EXPERIENCE REQUIRED: Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation such as would gained through extended graduate study or experience and skill in applying this knowledge in difficult and complex work assignments, or as comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Extensive knowledge of the national intelligence community, Joint, DoD structure, organizations, mission/functions, inter-relationships, and operations. As well as extensive knowledge of the full range of USCYBERCOM, NSA/CSS, and allied military DNI and CNO disciplines, methodologies, exploitation methods, techniques, and practices, and plans using multi-source intelligence information to capture and report intelligence information in a usable form that directly or indirectly affects national security; interprets policy and commits resources impacting CNO.
  • Extensive knowledge of the technology of NSA/CSS Texas operational systems capabilities, limitations, associated resources, and tasking. Comprehensive knowledge of the NSA/CSSS Texas target AOR is required.
  • Professional knowledge and mastery of a broad range of computers, cyberspace, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures, and knowledge of technology related to computers and digital networks computer networking an ability to train others in the technology is required.
  • Ability to analyze a variety of unusual telecommunications conditions, problems, questions, or conditions associated with formulating projects or studies to substantially alter major telecommunications systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, networking, and airborne intelligence sensors).
  • Skill in communicating effectively with others both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
  • Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decision, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or defend a position effectively. Ability to plan, organize, and prioritize work to meet changing deadlines, to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Conditions of Employment Continued:
  • Information Assurance (IA) Certification is a condition of employment. This position includes IA work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • Position is highly technical and requires incumbent to complete Cyber Mission Force (CMF) training specified in the USCYBERCOM Cyber Mission Forces Training and Readiness Manual; and ACC Instructions for Cyber crew Training, Cyber crew Standardization and Evaluation Program, and Cyberspace Operations, AFPD 10-7 and/or NSA-equivalent requirements is a condition of employment.
PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
