In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used financial management methods, practices, procedures, instructions, policies, and processes that assist and impact the formulation justification, and execution of assigned budget in support of the mission, structure, goals, work processes, and programs of supported organizations.
2. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls, guidelines, and regulations.
3. Knowledge of cost scheduling control systems and methods, cost analysis, cost estimating and cost performance.
4. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.
5. Skill in the analysis and resolution of complex problems.
6. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve financial/funding problems.
7. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and advise on budgetary processes/actions.
