This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Non-Competitive Temp/Term Appointment Authority to Meet Critical Hiring Needs in the DoD to recruit and appoint qualified candidates to positions in the competitive service.About the Position: Serve as a Human Resources Specialist providing multi-functional human resource services in the Management Support Division of the Army Review Boards Agency (ARBA). Position is located in Arlington, Virginia.

Position may be filled as time-limited appointment Term NTE 18 months. This position is a TERM position. Employees who accept time-limited appointments (to include employees with personal competitive status) will be placed in a non-status appointment and will be separated at the end of the time-limited appointment date. There are no return/reemployment rights to the position vacated prior to accepting the time-limited appointment.Who May Apply: US Citizens
In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes providing support for military personnel programs to include awards, evaluations, promotions, records management, and in/out-processing; interpreting human resource regulatory guidance for agency compliance; and serving as military personnel systems manager to manage service member population records, initiate personnel action requests, and monitor workflow of actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
