Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experience is described as supporting the Base Civil Engineer in managing the activities and personnel of the organization, through Squadron Commanders, Division Chiefs and subordinate staff; oversees the efforts to acquire, construct, maintain, and operate real property facilities; provides related management, engineering, utility, and other engineer support services (e.g. Engineer Service Contracts, Emergency Management, Fire Support Services, Explosive Ordnance Operations/Disposal and Environmental Management) to the installation and its missions

3. Thorough knowledge and understanding of the trades, professions, procedures, methods, equipment, materials, limitations and applications involved in civil engineering activities.
4. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures.
5. Knowledge of government contracting regulations, practices and procedures.
6. Ability to plan, organize, and direct the functions and mentor, motivate and appraise the staff of an organization directly and through subordinate supervisors.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
