For Community College of the Air Force GS-1712 positions only:All faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an associate's degree in order for the school to meet accreditation criteria. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction, 1712 Series.
GS-07: Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Applying knowledge of basic principles, concepts, and practices of Computer Programming to include the design, development, coding, maintenance, testing, configuration management, and documentation of application software systems, client-server, and web-enabled software.

Education: Successful completion of one full year of progressively higher level graduate education leading to such a degree or a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement.. Education must have major study in education or a subject area related to the position to be filled. NOTE: You must submit copies of your transcripts.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position when combined must equal 100%. NOTE: You must submit copies of your transcripts.
GS-09: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Practical knowledge of a wide range of instructional concepts, methods, and techniques required to develop and plan a variety of difficult and complex courses associated with teaching advanced technical systems or subject-matter areas; conduct programs related to curriculum development, instructional techniques, training resources, and test and measurement; knowledge of service-based occupations and the associated training/certification requirements for military and civilian personnel; conduct standard analytical and evaluative techniques to analyze training requirements, plan for and develop training materials, evaluate training effectiveness, and solve problems relating to training issues. develop working relationships and administer programs with diverse military, civilian, professional, and technical populations.

EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree. Education must have major study in education or a subject area related to the position to be filled. NOTE: You must submit copies of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
GS-07: KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic principles, concepts, and practices of Computer Programming to include the design, development, coding, maintenance, testing, configuration management, and documentation of application software systems, client-server, and web-enabled software.
2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Computer Programming.
3. Skill in communicating factual and procedural information clearly, orally and in writing.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work, and consult effectively with co-workers.
GS-09: KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of the principles and practical methods, techniques, and tools of instruction to teach a variety of students with a range of differences such as diverse ages, backgrounds, and levels of interest.
2. Knowledge of Computer Programming at a practical level to include the design, development, coding, maintenance, testing, configuration management, and documentation of application software systems, client-server, and web enabled software.
3. Knowledge of tests and measurement principles, techniques, and objectives.
4. Skill in accomplishing special training studies and projects.
5. Ability to communicate effectively, both orally and in writing, and establish and maintain effective working relationships.
6. Ability to analyze problems and develop appropriate solutions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
