Requirements:

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions - Miscellaneous Administration and Program Series (0301)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include- Thorough knowledge of commercial air carrier flight operations, standards, procedures, training and policies to assess, analyze and evaluate flight operations to include all areas of a commercial air carrier's operations department including FAA enforcement actions (violations), accidents, incidents, fleet composition, crew hiring, training, captain upgrade, scheduling, in-flight performance, flight records, operational control, charter procedures, safety program, and security; Thorough knowledge of flight air crew standards, policies, procedures, safety, and training methods to observe, evaluate, and assess pilots and flight attendants; Knowledge of the operation of turbine, turboprop, and reciprocating powered fixed and rotary wing aircraft; Thorough knowledge of the mission, organization, and work processes of the commercial aviation industry, the FAA, Air Mobility Command (AMC), and DoD Commercial Airlift Division; Knowledge of the National Transportation Safety Board responsibilities; Thorough knowledge of the following regulations, laws, directives, and requirements is required as they relate to commercial aviation operations and programs, as well as supporting the research and analysis of commercial air carriers: 10 USC Section 2640 , Defense Authorization Bill; FAA regulations, Part 1, 43, 65, 91, 135, 121, and 145, FAA Order 8000.4H; FAA Aviation Safety Analysis Computer Systems (ASAS); DoD Instruction 4500.53; Commercial Passenger Airlift Management and Quality Control; DoD Air Carrier Analysis Support Computer System (ACAS); DoD Commercial Air Transportation Quality and Safety Requirements; AMC and DoD Commercial Airlift Division operating procedures; Knowledge of the air flight operations technical programs, plus the qualitative and quantitative techniques required for analyzing and measuring the effectiveness, efficiency, productivity, and results of these administrative and technical programs such as, fleet reliability data, deferred operations rates, engine shutdowns, and fleet operational statistics; Knowledge of commercial aviation operations activities, flight records, skills in applying analytical and evaluative methods when evaluating the operations programs of an air carrier seeking or presently participating in the DoD Air Transportation Program; In depth knowledge of air carrier industry practices and operations along with transportation requirements data to monitor and analyze whether transportation agreements meet user requirements; Thorough knowledge of the mission, organization, and work processes concerning air transportation programs throughout the DoD; Knowledge and skill in analytical and investigative techniques to conduct evaluations of private industry organizations; and A general working knowledge of personal computers, automated systems, and current software programs is necessary to research and prepare performance evaluations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Extensive knowledge and skill in analytical and investigative techniques to conduct flight operations evaluations of private industry organizations. Expert skill in conducting studies, analyzing findings, and making recommendations on substantive air transportation programs. Mastered application of qualitative methods for assessment of commercial aviation operations, standards, procedures, work processes, practices, training and policies, program, and security.
2. Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Work requires knowledge of relationships with other programs and key administrative support functions within the employing agency or in other agencies. Extensive knowledge of flight air crew standards, policies, procedures, safety and training methods to observe, evaluate and assess pilots and flight attendants. Comprehensive knowledge of a wide range of transportation policies, principles, and practices or in depth knowledge of a specialized function or support service of transportation.
3. Thorough knowledge of the mission, organization, and work processes concerning air transportation programs. Thorough knowledge of commercial aviation operations technical programs, plus the qualitative and quantitative techniques required for analyzing and measuring the effectiveness, efficiency, productivity, and results of these administrative and technical programs such as, fleet reliability data, deferred operations rates, engine shutdowns, and fleet operational statistics. Skill to effectively meet and deal with people of various backgrounds and occupations.
4. Extensive experience (minimum as an instructor or evaluator pilot) and advanced skill in the application of Air Force rated aviator (e.g. pilot) expertise as it applies to the assigned program or to the assigned area. Mastery of flight operations regulations, laws, directives, and requirements. Knowledge of the operation of turbine, turboprop, and reciprocating powered fixed and rotary wing aircraft.
5. Advanced skill in auditing commercial air carriers' management oversight, internal audit programs, safety programs, flight operations, hiring, training, upgrade programs, scheduling, in-flight performance, operations control, charter procedures, security operations, and contractual requirements. Mastery in preparing project papers, staff reports, and presenting briefings to managers which encourage understanding and acceptance of the findings and recommendations.
6. Expert ability to perform detailed inspections of complex commercial aviation operations functions and processes. In-depth knowledge of commercial aviation computer management tools and application, extensive knowledge of Air Carrier Analysis Support system or like aviation database, a general working knowledge of personal computers and software programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
