This National Guard position is for a Traffic Management Specialist , Position Description Number D1906000 and is part of the USPFO Supply & Services Division, Transportation Branch of the Vermont National Guard

Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Army National Guard.

Military Grades :
Enlisted: SFC/E7 through MSG-E8
Officer: 2LT/O1 through CPT/O3

Work involves developing policies and administering the management of traffic programs, plans and directs traffic operations within the program and performs necessary technical work involved in obtaining economical and efficient transportation of equipment, supplies, and personnel in support of these operations.

MINIMUM REQUIREMENTS: Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations

SPECIALIZED EXPERIENCE:
1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States).

Examples of qualifying specialized experience include:

  • Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
  • Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.
  • Making presentations on traffic matters before Federal, State, or local regulatory bodies.
  • Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.
  • Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
  • Providing advisory service involving commodity analysis from the transportation standpoint.
Length of time is not of itself qualifying. Candidates' experience should be evaluated based on the duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

--Knowledge to plan and accomplish a variety of complex work assignments and/or identify problems and be able to analyze and resolve transportation issues or problems.

--Broad knowledge of the operation, practices, and policies of the organization.

--Knowledge of the capability and limitations of various modes of transportation to include rail, highway, air, and sea. Knowledge of related mode configurations to contract proper means of transportation.

--Incumbent utilizes this knowledge to plan and direct the installation operations for the movement of vehicles, equipment, conventional ammunition, and materials via most feasible method available (air, rail, truck or vessel/barge).

--Incumbent has extensive knowledge of all traffic management regulations to include freight, passenger and other service (Navy and Air Force) regulations as well as the applicable Code of Federal Regulations.

--Specialized knowledge of various travel entitlements, policies, and procedures pertaining to personnel moves (Group moves, PCS and movement of household goods).

--Knowledge to execute travel arrangements via all modes of Government and commercial transportation to destinations worldwide.

--An extensive and comprehensive knowledge and ability to interpret a wide variety of traffic management regulations, including DOD Travel regulations, Army, Air Force and Navy regulations, federal/state/foreign government/local laws, transportation regulations, and policies are required. --Incumbent must be certified for the movement of Hazardous material and as a Contracting Officer Representative.

--Knowledge of the various automated transportation planning and billing systems.

--Knowledge of standard commercial carrier industry standard practices.

OR

Education: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

OTHER REQUIREMENTS:
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
