Health System Specialist

The primary purpose of the position is to serve as a Health System Specialist (HSS) Executive Assistant under the direct supervision of the Associate Director for Patient Care Services for the Oklahoma City VA Health Care System, with Nursing Operations.

Individual Occupational Requirement (IOR) : The Health System Administration Series, 0671 has a minimum qualification entry requirement. Please select the statement below that best describes your experience and/or education to meet the individual occupational requirement for this position.

• Specialized Experience: Progressively responsible analytical, administrative or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical or other service activities and provided knowledge of the following:
  • Missions, organizations, programs and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency and facility systems and requirements in various administrative areas such as budget, personnel and procurement. OR,
• Education: Undergraduate and Graduate-Level Education in a major study -- hospital administration, public health administration or related fields such as business or public administration with course work in health care administration. OR,
• Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices and procedures and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND,

Specialized Experience: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of advanced management principles and practices related to complex care delivery systems, such that deficiencies can be identified and resolved in collaboration with a wide variety specialized medical and administrative health care professionals; skill in applying analytical and evaluative methods and techniques to issues related to the efficiency and effectiveness of program operations performed by administrative, technical, and nursing service personnel and health care providers sufficient to plan and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of health care services, using both quantitative and qualitative measures; knowledge of public health policies, such as those relating to COVID-19 from the Center for Disease Control; public law, administrative regulations, and VHA policies related to care delivery, personnel management, and contracting; knowledge of the mission, priorities, and goals of the Veterans Health Administration and their relationship to the strategic allocation and management of finite resources within a complex care delivery system; knowledge of LEAN methodologies, Just Culture, Strategic Planning, and High Reliability Principles and their application in complex care delivery systems; knowledge of Joint Commission standards, Office of the Inspector General, Government Accountability Office and other oversight bodies; organizational skills required to plan, manage, and coordinate efforts for multiple projects and initiatives simultaneously; analytical skills sufficient group information, analyze data, and identify correlations and trends in organizational metrics as well as their impact on care delivery, patient experience, staff satisfaction, and quality measures; oral and written communication skills sufficient to prepare and present reports, findings, and recommendations involving complex ideas, novel concepts, and/or controversial issues. implementing specific actions regarding controversial issues, or new ideas and concepts. Incumbent must be able to present ideas, reports and concepts in a clear, concise manner to inform individuals and groups; intrapersonal skills sufficient to initiate and lead change through effective cooperative relationships with peers, supervisors, managers, service chiefs, and senior leaders. This also includes the management of complex and controversial issues, through tactful explanation and persuasion.

GS-12 : This is a developmental position, reporting directly to the Associate Director for Patient Care Services to support the Oklahoma City VA Health Care System, composes a career ladder structure to the full performance level of Health System Specialist, GS-0671-13.

There is no educational substitution for the GS-12/13 level.
